About LRS

Mr. Franklin serves as president of Land Resource Strategies, LLC. In this capacity he is responsible for the management of the administrative operations and coordinates the programming and planning services, client liaison and business development. Key to these coordination activities is Mr. Franklin’s expertise in the permitting and regulatory agency reviews. His excellent track record in the successful procurement of approvals attests to his professional capabilities in the presentation of each client’s individual position to the planning commission or other appropriate governing body.

These capabilities are based on over 30 years of diverse experience in working with various local and state regulatory agencies. This experience has also entailed Mr. Franklin’s participation in the preparation of zoning ordinances and comprehensive land use plans for the communities in which he has worked. As City Planner with the Los Angeles Community Design Center, he was involved in numerous participatory planning and design projects for State and Federally assisted community development programs.

He served as Project Director on the Mayor’s Committee of 200 of Los Angeles (Environment Committee) during which time he conceived and coordinated the conceptual development and presentation of the Los Angeles Bicentennial Urban Design Strategy.

Mr. Franklin also served as Project Manager and Research Associate with International Design Collaborative of Santa Monica, CA as a sub-consultant for the Building Energy Classification Analysis and development of The National Energy Code.
